was there an occasion that explains the flowers at the altar, or are they there every week ?

That altar is where the image of the Virgen de Irkupiņa sits. I'm pretty sure the flowers are there constantly, as people are quite devoted to her.

Ciao is actually an Italian word, although also used in much of Latin America. It means (in Italian) both "hello" and "goodbye" -- in Latin America it just means "goodbye."
