Yes, 23 March is Día del Mar, but the military parade was the night before. I took a few pictures on the actual day, since it mostly centered around Plaza Avaroa (near my apartment). This isn't like St. Patrick's Day at all, although there are parades & such. It's more just a day to remember how much you're supposed to hate all things Chile.

As to the flag. No, that's not Bolivia's flag. It's the Litoral Flag, which flies only in memory of this day.
